Explain how Ferguson & Son Manufacturing Company’s budgetary control system could be revised to improve its effectiveness.

Tom Emory and Jim Morris strolled back to their plant from the administrative offices of Ferguson & Son Manufacturing Company. Tom is manager of the machine shop in the company’s factory; Jim is manager of the equipment maintenance department.

The men had just attended the monthly performance evaluation meeting for plant department heads. These meetings had been held on the third Tuesday of each month since Robert Ferguson, Jr., the president’s son, had become plant manager a year earlier.

As they were walking, Tom Emory spoke: “Boy, I hate those meetings! I never know whether my department’s accounting reports will show good or bad performance. I’m beginning to expect the worst. If the accountants say I saved the company a dollar, I’m called ‘Sir,’ but if I spend even a little too much—boy, do I get in trouble. I don’t know if I can hold on until I retire.”

Tom had just been given the worst evaluation he had ever received in his long career with Ferguson & Son. He was the most respected of the experienced machinists in the company. He had been with the company for many years and was promoted to supervisor of the machine shop when the company expanded and moved to its present location. The president (Robert Ferguson, Sr.) had often stated that the company’s success was due to the high-quality work of machinists like Tom. As supervisor, Tom stressed the importance of craftsmanship and told his workers that he wanted no sloppy work coming from his department.

When Robert Ferguson, Jr., became the plant manager, he directed that monthly performance comparisons be made between actual and budgeted costs for each department. The departmental budgets were intended to encourage the supervisors to reduce inefficiencies and to seek cost reduction opportunities. The company controller was instructed to have his staff “tighten” the budget slightly whenever a department attained its budget in a given month; this was done to reinforce the plant manager’s desire to reduce costs. The young plant manager often stressed the importance of continued progress toward attaining the budget; he also made it known that he kept a file of these performance reports for future reference when he succeeded his father.

Tom Emory’s conversation with Jim Morris continued as follows:

Emory: I really don’t understand. We’ve worked so hard to meet the budget, and the minute we do so they tighten it on us. We can’t work any faster and still maintain quality. I think my men are ready to quit trying. Besides, those reports don’t tell the whole story. We always seem to be interrupting the big jobs for all those small rush orders. All that setup and machine adjustment time is killing us. And quite frankly, Jim, you were no help. When our hydraulic press broke down last month, your people were nowhere to be found. We had to take it apart ourselves and got stuck with all that idle time.

Morris: I’m sorry about that, Tom, but you know my department has had trouble making budget, too. We were running well behind at the time of that problem, and if we had spent a day on that old machine, we would never have made it up. Instead, we made the scheduled inspections of the forklift trucks because we knew we could do those in less than the budgeted time.

Emory: Well, Jim, at least you have some options. I’m locked into what the scheduling department assigns to me and you know they’re being harassed by sales for those special orders. Incidentally, why didn’t your report show all the supplies you guys wasted last month when you were working in Bill’s department?

Morris: We’re not out of the woods on that deal yet. We charged the maximum we could to other work and haven’t even reported some of it yet.

Emory: Well, I’m glad you have a way of getting out of the pressure. The accountants seem to know everything that’s happening in my department, sometimes even before I do. I thought all that budget and accounting stuff was supposed to help, but it just gets me into trouble. It’s all a big pain. I’m trying to put out quality work; they’re trying to save pennies.

In this assignment, you will interview someone who grew up in the period from the 1950s to the 1980s.

 

A. This assignment takes some preparation:

1. You will need to find someone who was born from 1945 to 1975, If you are unable to locate and interview someone from that time period, please let your instructor know as soon as possible. It’s best not to interview a parent, but another relative is fine.

2. You will need to prepare questions before you go into the interview. Using your textbook particularly  as a reference point, write down some notes about what historical events and trends from when that person was a teenager and adult. For someone growing up in the 1950s and 1960s for example, you could ask about the civil rights movement and the war in Vietnam. For someone growing up in the 1960s and 1970s, you could ask about the women’s rights movement, gay rights, etc. Try to tailor your questions to when that person grew up. It wouldn’t be very helpful to ask someone who was born in 1965 about the Vietnam War for example. For someone who grew up in the 1970s or 1980s, you could ask about the Reagan years. For all interviewees, be sure to ask about the Cold War and what they remember of it. See a list of some suggestions below.

3. Tell your interview subject you will need about a half hour to go over the questions. You will need to take notes to prepare your final submission.

B. During the Interview

1. Find a distraction free place and time to talk to your subject. Take notes! Try to write down things that you can quote in your paper.

2. Ask the person to describe to you what life was like for himself/herself then and how s/he feels that things have changed since.

3. Ask that person about what they remember about key historical events (the ones you took notes on in A.2 above).

C. After the Interview

1. Write an introduction about your interview subject. Include their name, year born and where they grew up. Bonus if you include a photo of them.

2. In the body of your text, summarize what you learned from the person you interviewed. What historical events and trends affected them growing up, or do they think were important, and why?

3. Describe how this person’s life and experiences help us understand modern America, i.e. in the US up until recent times. Try to describe how their life is similar or not similar to what is in the textbook.

Submitting the Paper

 

You may submit this assignment late (with points deduction) by Dec. 3. But no assignments will be accepted after Dec. 3. The paper should be about 1,000-1,500 words long. You don’t need to use citations in this assignment other than telling me who the interviewee is at the beginning.

I’m using a different rubric for this assignment than I have for the other two. You will be graded on:

20% proper grammar, spelling, syntax, paragraph structure, etc.

40% on how well you relate this person’s life to the “real history?” In other words, do you ask questions that match the time period when that person grew up? For instance, you compare their experiences with civil rights, or the Cold War, with the textbook.

40% on how well you relate how your interview with this person helps you understand modern America and how things have changed.

The Reflective Paper should demonstrate understanding of the reading assignments as well as the implications of new knowledge. The eight-page paper should integrate readings and class discussions into work and life experience. It may include explanation and examples from previous experience as well as implications for future application.

The purpose of the Reflective Paper is for you to culminate the learning achieved in the course by describing your understanding and application of knowledge in the field of human resource management.

 

Focus of the Reflective Paper

The primary function of human resource management is to increase the effectiveness and contribution of employees in the attainment of organizational goals and objectives. Consider all the areas of HRM that have been discussed in class:

  • EEO and Affirmative Action,
  • Human resources planning, recruitment, and selection,
  • Human resources development,
  • Compensation and benefits,
  • Safety and Health, and
  • Employee and labor relations.

PART II Comparisons

Choose one of the three pairs of theorists below. Explain how their ideas compare with each other. What are the similarities or continuities? What are the differences? Are they compatible? You should demonstrate that you know what each concept is on its own and attempt to draw comparisons as best you can. Your answer should be about 500-600 words but it is most important than you take the time to formulate a thesis and back it up by making clear and concise comparisons in a well-organized manner.

D. Marx and Weber

Compare and contrast the way that Marx and Weber describe life under the division of labor and the capitalist mode of production. Compare how they both see it as a controlling power that subordinates people to its requirements. How similar are they? Are there any differences to how they see this issue? Look especially at how Marx discusses the “general formula for capital” in Capital and how Weber discusses rationalization and the iron cage at the end of The Protestant Ethic and the Spirit of Capitalism.

E. Weber and Durkheim

Compare the ways that Weber and Durkheim discuss social stratification. Towards the end of his discussion of “Classes, Status Groups and Parties,” Weber addresses the way the division, grouping and inequality of people on the basis of their economic position in the market affects the social position of status groups, especially when discussing castes and privileges of social ranks. How do markets and individual competition affect the social privileges of status groups? How does this compare with Durkheim’s discussion of caste in the section on the “Forced Division of Labor”? How does caste conflict with the spontaneous distribution of people into occupations?

F. Durkheim and Marx

Both Marx and Durkheim discuss the relation of individual development to the development of the species as a whole through the development of the division of labor. They both agree that the division of labor confers benefits on the species. They may differ on some of the details. Compare and contrast Marx’s and Durkheim’s discussion of the fate of individual and the species as it relates to the division of labor, specialization and the dangers of fragmentation. Look at Marx’s discussion of “Alienated Labor” (and perhaps some parts of the German Ideology) and Durkheim’s discussion in the “Anomic Division of Labor” and his “Conclusion” in The Division of Labor in Society.
