Summary:

The homework assignment is to watch the documentary “Cheney’s Law” available at:

http://www.pbs.org/wgbh/pages/frontline/view/

(simply scroll down to the 31st row from the top and click on the title “Cheney’s Law”, which aired on October 16, 2007).

The topic for this week is the theory of the “Unitary Executive.” As we will discuss in class, after 9/11 the Bush administration — in particular Vice President Dick Cheney — articulated the theory of the “unitary executive” as a constitutional justification for an unprecedented expansion of presidential power during their administration. There are three areas in particular to pay attention to: 1) Presidential “Signing Statements”; 2) prisoner treatment under the Geneva conventions; and 3) wiretapping of American citizens.

For your assignment, you will analyze the controversy that emerged about presidential power during the Bush administration. First, what is the theory of the unitary executive, and why was it controversial? Second, summarize the main areas of controversy within EACH of the THREE issues (see above) presented in the documentary? What evidence does the documentary cite to back up its claims of unprecedented expansion of presidential power? Why do you think the Bush administration was allowed to expand presidential power in this fashion? Do you think most Americans were aware of the extent of the expanded presidential authority that took place under President Bush? If not, what does this say about American democracy? Feel free to comment with any personal reaction to the documentary.

Analyze a complex value creation system using management concepts.

Shared Practice: The Goal, Part 1

As a manager, much of your work requires analyzing complex situations, which in turn requires critical thinking skills. These skills may include determining what information is relevant and what is not; evaluating the accuracy of information and credibility of sources; identifying assumptions, inconsistencies, and ambiguous arguments; and evaluating the strength of a claim (Beyer, 1987).

Throughout your management program, you have been developing and applying critical thinking skills. As you review the class notes “A Brief Note on the Theory of Constraints” (located in this week’s resources), think about Goldratt’s theory and the critical thinking required of managers.

This week, and continuing into Weeks 6 and 7, you will be using your critical thinking skills to analyze business issues from the business novel The Goal, and you will evaluate the decisions and actions of the participants in the book—based on concepts learned in the course to date.

To prepare for this Shared Practice, select one of the following options, based on the two course level outcomes below, which you will use to frame and analyze this week’s reading assignment in The Goal:

  • Analyze a complex value creation system using management concepts.

OR

  • Apply systems thinking to address challenges and opportunities managers encounter

Then, select three or more short passages from this week’s assigned readings in The Goal that contain one or two essential ideas that you found compelling. Analyze each using the Course Outcome you selected as a framework.  (Note: Part one of The Goal outlines the various performance problems that the Bearington plant is having, so feel free to practice your systems thinking skills to explain why the plant is having such difficulties!  Either course learning outcome above will allow you to do this.)

For this Shared Practice, write a 3- to 4-paragraph essay. Identify the Course Outcome you selected and the passages from Part 1 of The Goal Explain why each passage you chose is relevant and important in effective business management. Justify your response and include citations for each passage.

As you move on to next week, reflect on this statement, “If I had only known this, back when…”

Identify several of Toyota’s existing organizational processes at the time of the accelerator crisis.

For this assignment, complete the following:

Using your preliminary research, identify several of Toyota’s existing organizational processes at the time of the accelerator crisis. You will be developing an OIP that would replace some (or one) of these processes.
For each process you identify, write a short summary addressing the following specific topics. Your analyses should be as thorough as possible. Be sure to cite your resources for this information.
Importance: What is the importance of the process to the Toyota organization?
Scope: What is the scope of this process (what is the breadth of its reach)?
Parties involved: What customers, as well as internal and external suppliers, are affected by this
process?
Priority: What is the timeliness or urgency for resolving the issues involved in this process?
Benefits: What is the overall impact or benefit for Toyota in improving this process?
Cost: What are the costs to Toyota if the process is not improved?
Select one of the processes you have identified as needing improvement to use as the basis for your operations improvement plan (OIP). Select a process that lends itself to an in-depth analysis and that is important to the Toyota corporation. Be sure to focus on a process that you will be able to evaluate and address within the scope of your OIP, given the relatively short duration of this course. Take into account the amount of time required to complete the OIP.
Explain why you think this process should be addressed, focusing on your analysis of its importance to the organization and how the process would benefit from improvement.
