Compose effective policies and procedures used in the guidance and performance management of the workforce

You work for a large technology firm. Recently the human resources department has provided notice that a vacancy has opened up for the District manager position. The notice lists the education and experience qualifications and the duties of the position. The notice further provides the means for applying for the position and that the position will be filled internally rather than looking for an external candidate. Further, the notice provides the deadline as to when candidates who want to be considered should provide the required information.

When looking to fill positions, whether a promotion or new hire, employers must make sure that they properly list the qualifications and requirements of the job so that the candidate can provide to the employer how they are qualified for the position.

This allows the employer to avoid any issue of possible discrimination or improper actions in the hiring and promoting procedure.

In framing your response, review leading legislation that employers must adhere to when dealing with promotions and hiring:

  1. Identify at least 2 pieces of legislation specifically dealing with discrimination in promotion and hiring
  2. Provide at least one advantage and one disadvantage of each piece of legislation

Two police were patrolling in a high-crime neighborhood. They noticed a parked car with two people inside ( a drive and a passenger). The officer saw a young woman leaning into the passenger’s window and handing the passenger an object, which they could not identify. At this point they approached the car and the woman began to walk aways.

1. One of the  officers noticed the passenger making a shoving down motion, leading the officer to beieved that the passenger might be armed. The officer drew his gun and shouted ‘ let me see your hands ‘. After making more shoving down motons, the passenger complied. The officer reached into the car and touched a bulge in the passenger’s pocket. He felt large, hard objects which he believed to be rocks of crack cocaine. He then removed a plastic bag activity.

In the past, the officer had responded to calls from the bar for everything from murder tp public intoxication. The officer testifed that he stopped to see if the individuals were committing a crime, lived in the area, or had some other concern. When the officer pulled behind the car and illuminated the car with his spotlight, he observed the passenger fumbling with something on the floorboard. As the officer was checking for identifiation, he noticed a bullet on top of the console of the car.

The officer had the individuals step out of the car to ensure that they did not have weapons. After frisking them forweapons, the officer looked in the area where he observed the passenger fumbling with something to see if he was hiding a gun. The officer said he was checking this area for safety and to make sure that nobody would get hurt. The officer observed a 12-pack of beer on the floorboard and checked inside for a gun. When he moved the carton, he found a small baggy underneath it containing a controlled substance.

Should the passenger’s motion to suppress the controlled substance be granted?

Explain why a group would or would not work best based on potential bias to the issues, expertise level in making the decision, the need for change, and the stakeholder involved in the process.

Students will complete a short case study of a business situation (attached).  This assignment has two parts:

Required Elements to include in Case Study #2:

Part 1:

In week four we examined biases that occur in making decisions as individuals and the effect they can have upon the process. In week five, we focused on individuals making decisions within an organization and in week six group decision making within the organization.

In this part of the assignment you are asked to evaluate not only the decision that must be made but who is best suited to make the decision for the organization.  In order to do this you must isolate the decision that must be made – the nature or type of the decision. Then, evaluate the individuals (father and daughter) in terms of the material presented in weeks four and five.

  • What biases could they have in making the decision?
  • What decision making styles do they have?
  • What skill levels do they possess in making a decision?
  • How does the information from the previous three questions make them the best or worst candidate for making the decision?
  •  Substantiate your conclusions with the class material and be specific in your analysis.

Part 2:

In part two, you are asked to look at the decision that needs to be made and determine if it should be made by a group or an individual.

  • Explain why a group would or would not work best based on potential bias to the issues, expertise level in making the decision, the need for change, and the stakeholder involved in the process.
  • Give your reasoning behind your conclusion with substantiation from the class material.

Then, regardless of your conclusion, assume that you conclude that a group is best.

  • Select how the group would best be formed.
  • Who would you include in the group?
  • Who would be leading the group?
  • How would the group operate (type of group structure)?
  • How would the company’s leaders (Father and Daughter) interface with the group and the process?
  • What degree of authority does the group have in making the decision?
  • Be sure to explain bias in your selection of people for the team.
  • Again, all your conclusions must be substantiated with the class material and/or outside resources.

Assignment 1: Talent Management

Review the following scenario:

You work in the human resource department of an electric power company in the southwestern region of the U.S. The company was founded in 1940. It has an excellent reputation as a provider of electricity, an outstanding corporate citizen, and an excellent place to work. It has been ranked among the top three employers in the community for several years.

The company’s mission is to serve the customer’s needs for the electric power in ways that provide exceptional value to all stakeholders, including customers, shareholders, employees, and the communities in which it operates.

Its values include providing a safe work environment; ensuring fairness and respect for the customers, employees, shareholders, and partners; honoring commitments to use resources wisely; providing a high quality of work life for its employees; striving for excellence; and having fun.

Given its long history, many of the company’s current employees are children and, in some cases, grandchildren of former employees. Thus, there are close family ties to the company as well as a sense of loyalty.

However, over the years, technological advancements in the power generation business have resulted in jobs being either redesigned or eliminated. For example, in the past, the company had many employees who read meters that showed the amount of electricity used by households. The meter readers traveled from house to house each month to log the information for billing purposes. Now, the meters are read automatically and data are transferred to the billing department via computer. This technological advancement has eliminated the need for many employees who were required to resign, be laid off, or be retrained for other positions in the company.

The company faces a challenge as it strives to maintain its reputation as an excellent employer in the community and yet leverage advances in technology to help it increase efficiency and remain competitive.

Tasks:

On the basis of the scenario, respond to the following:

  • Identify the gaps in the organization’s current talent. Make sure you identify the gaps in depth and breadth of the current talent.
  • Propose and describe two to three recruitment or placement strategies that would help mitigate those gaps. Make sure you justify your ideas with scholarly research.
  • Develop a plan to counsel out or otherwise redirect the individuals whose current jobs are being eliminated.

Post your response in a minimum of 300 words. All written assignments and responses should follow APA rules for attributing sources.

Read critically and analyze the scenario provided.

Scenario:

Jill Jones is a bright 45-year-old woman who is the vice-president of sales in a mid-sized family owned Candy Corporation.  She began her career at the company right out of high school, and over the years earned two college degrees while working her way up the organizational ladder.

One day, Jill was stunned to learn that the firm’s head, William Potter, was considering placing his oldest son, Henry, in the position of CEO while he became chairman of the board. Years earlier, when Jill was in a middle management position, Henry had unsuccessfully propositioned her and made her life miserable. She had never mentioned the incident to anyone and had put it behind her when he was promoted to head the Miami branch of the business.  However, now as she looks at William Potter she becomes even more shocked to hear him say” I can’t be objective about him Jill, You have always been so loyal to the company and successful in hiring excellent people for the sales force I want you to review him objectively and give me your recommendation.” Conflicting thoughts rush through her mind, the awful past, the all so possible awful future with him as her boss, the clear knowledge that he has done a great job with the Miami branch, and of course the knowledge that he is the bosses son. What should she do?

“Jill” has just come up against one of the myriad ethical dilemmas companies of all sizes and their employees face on an ongoing basis. Deciding the best course of action might be easy in some cases, when there are clear-cut choices between “right” and “wrong.”  But there are many gray areas, like Jill’s, when it’s harder to know what the right choice is for you and your company

Prepare and analyze each planned capital expenditure.

The Genesis Energy operations management team, nearing completion of its agreement with Sensible Essentials, was asked by senior management to present a capital plan for the operating expansion. The capital plan was not to be a wish list but an analysis of the necessary expenditures to successfully establish a fully equipped operating facility overseas.

In addition, senior management requested meaningful financial and operating metrics to ensure that the performance objectives for the facility were being met. The operations management team was given five days to accomplish the following:

  1. Calculate the firm’s WACC.
  2. Prepare and analyze each planned capital expenditure.
  3. Evaluate, rank, and recommend the capital expenditures according to beneficial value to the organization, using the evaluation tools NPV, payback, and IRR. Evaluation, ranking, and recommendations should be by category of expenditures. For example, facility, equipment 1, 2, and 3, and inspection.
  4. Using the selected choices in part three, calculate the full cost of establishing a fully equipped facility. This would include the facility, equipment 1, 2, and 3, and inspection. In addition, calculate the payback, NPV, and IRR for the completed facility.
  5. Construct and recommend between three and five metrics to measure the performance of the organization. At least one metric should be dividend decision-making driven.
  6. Prepare an executive summary along with a separate document showing the calculations.

Part I

Following the example of the operations management team, do the following:

  1. Download the Capital Budgeting spreadsheet, and compute the WACC for Genesis Energy.
  2. Using the information provided in the spreadsheet, analyze Genesis Energy’s project options. Then, calculate the periodic and cumulative net cash flows for each potential project and its associated options. Please note that there are five projects (facility, equipment pieces 1, 2, and 3, and internal inspection), and that each project offers multiple-configuration options (facility size, equipment type, etc.).
  3. Evaluate, rank, and recommend a specific option for each capital project according to beneficial value to the organization, using the evaluation tools NPV, payback, and IRR.
  4. Construct and recommend between three and five metrics to measure the performance of the new operating strategy. At least one metric should reflect dividend policy as it relates to rewarding shareholders.
  5. Prepare an executive summary describing your recommendations for each project and the overall cost, net cash flows, and expected returns of the operating configuration that you recommend. Be sure to justify your recommendations in terms of the investment criteria applied in Step 3 above. Be sure to report the full cost of the facility as it is configured per your recommendations. Present and justify your operating strategy performance metrics.

Your complete report should include all of your calculations as appendices (5 pages, or 1 page for each project).

Part II—Executive Summary Presentation

Because of limited resources in an era of plentiful opportunities, companies must carefully select investments. You analyzed Genesis Energy’s expansion plans and explained your findings in M5: Assignment 1.

    • A statement of the problem or topic is included.
    • A concise analysis of the findings is included.
    • Specific details from M5: Assignment 1 to highlight or support the summary are incorporated.
