There are different categories of weapons of mass effect—chemicals, biological pathogens and toxins, radioactive materials, nuclear devices, and nonconventional high-yield explosives. Out of these, biological weapons are used in a terrorism type called bioterrorism. According to the Department of Health and Human Services (HHS), there are the six focus areas for preparedness and response to bioterrorism and other outbreaks that are detrimental to public health.

On the basis of your understanding of the topic of bioterrorism and our preparedness to handle the health services requirement during any such attack, answer the following questions:

• Which of the categories of weapons of mass effect is the healthcare industry most prepared to deal with? Why? Provide a factual basis for choosing the particular category of weapons. Which of these categories is the healthcare industry least prepared to deal with? Why?
• What are the six focus areas, for preparedness and response to bioterrorism and other outbreaks, covered in your course textbook? Are these focus areas still relevant? Why or why not?
• Research and explain the meaning of each focus area. Which focus area is the most important and why?
• Which focus area would be the most challenging? And why?
• Why is communication an important variable within calming fears and suppressing rumors?

Preparing for a bioterrorist attack presents unique challenges in the United States. There are no real wide-scale events you can study to prepare for a bioterrorist attack. In the absence of this experiential knowledge, training exercises are often used. Answer the following questions regarding the training exercises for preparation for bioterrorist attack:

• Why are training exercises important in planning for a bioterrorist attack? How would you use training exercises to help prepare the staff of a hospital from a bioterrorist attack?
• What are the benefits of real-life training scenarios involving multiple agencies?
• Using the Internet, research on Amtrak’s “Operation Rail Safe” program. Would hospitals and medical centers benefit from a program of this nature to aid in their preparation?

Triage is a process developed by the military to cope with large number of victims of combat or disaster situations. In many disaster situations, it becomes necessary to triage patients in order to assess their medical needs and decide how to allocate the resources and staff available to treat the incoming patients. Using the Internet, research on nerve agent “sarin” and answer the following questions in regard to the above process:

• What criteria would you use in the emergency room to triage patients with potential exposure to the nerve agent sarin?
• How would you classify the incoming patients when triaging them? Why?

You are the chief executive officer (CEO) of a major hospital. A bioterrorist attack just occurred in your city. The ICS has been activated. Despite the infusion of this additional money provided by the government after the event of September 11, 2001, to the healthcare industry, in an effort to prepare the industry for a possible bioterrorist attack, some people feel that the healthcare industry in US is still unprepared for a bioterrorist attack. As a CEO, you need to assess the situation and prepare your hospital to deal with the situation.

Answer the following questions keeping in mind the above information:

• Why is the use of an ICS in a hospital important when dealing with a bioterrorist attack? What are the most challenging issues associated with using an ICS in a hospital? Why?
• As a healthcare administrator, how would you allocate money and why? How prepared do you think the healthcare industry is to handle a bioterrorist attack? Why or why not?

S.W.O.T. (Strengths, Weaknesses, Opportunities, Threats)

For this assignment, using the situation given below, apply the S.W.O.T. Situational Planning Strategy which was described in Chapters 4 and 7 of your course text:

Situation:  You are the C.E.O. of Community South Medical Center, a large, urban for-profit healthcare facility.  This institution has comprehensive health services including acute care, residential care, independent living, in-home nursing, hospice, neonatal, and pediatric services, advanced cardiac services, a major trauma center, a center of excellence for pulmonary services, and a neurosurgery center.

Community South Medical Center has a positive bottom line and is striving to enhance health services for the population it serves.  The patient care mix has shifted in the last three years and its reimbursement source is currently:  25% Medicaid (up 20%); 35% Medicare (down 12 %); 25% employer sponsored health insurance (unchanged), 8% managed care (down 20 percent), 4% private pay (unchanged) and 4% no-pay (up 25%).

The Medical Center is in an older urban area.  Businesses with well-paying jobs have gradually been replaced by smaller shops and other small businesses.  Overall, the community is trending towards a predominantly elderly population.

The Medical Center has an excellent reputation and has been recognized in the past by receiving a Baldrige Center of Excellence evaluation and a The Joint Commission (T.J.C.) approval for their quality of services; however, recent self-inspections indicated a slight decline in compliance with T.J.C. standards.  Patient satisfaction survey results have an overall mean of 95 percent.  The medical staff strongly supports new program development and there is an abundant supply of physicians.

Currently, the major issues confronting the Community South Medical Center are: an identified shortage of clinical staff including registered nurses, respiratory therapists, and medical technologists; non-interfacing information technology systems; antiquated facilities and infrastructure; decline in T.J.C. compliance on internal audits; and a shift to its financial mix.

Action:  As the C.E.O., it is time to embark on the annual updating of the organization’s strategic plan.  The last major revision to the strategic direction was completed three years ago.

In a four- to six-page (excluding title and reference pages) double-spaced paper, consider and respond to the following points:

• Select one of the needs of Community South Medical Center and identify at least one strength, one weakness, one opportunity, and one threat (S.W.O.T.) for that need.  How do each of these (e.g., the strength, the weakness, the opportunity, and the threat) correlate to the overarching issues confronting Community South Medical Center?
• Is it time to revise the strategic mission and plan of the organization from three years ago or continue as originally planned with a yearly assessment? Should the C.E.O. address the issues confronting Community South Medical Center or wait another year? If so, what should the strategic plan be? If not, why?
• What leadership positions would be a part of your strategic management team? Why? What would each of their responsibilities entail?
• What are some of the market trends you can identify in this area? How might they affect Community South Medical Center? How would you prepare for them?

Assignment 2: Attentional Blink

There are many stimuli in your environment of which you are not aware. You use attention to filter out unimportant stimuli and focus on relevant stimuli. However, there are circumstances under which you cannot perceive stimuli, regardless of how hard you “pay attention.” One situation is when visual stimuli are presented in quick succession. If the interval between the two stimuli is short enough, you do not perceive the second stimulus. This lapse in attention is known as attentional blink. In this assignment, you will experience the attentional blink for yourself and will also read about practical implications of the phenomenon.

Read the following article:

Using the experience from the CogLab demonstration and information from the article, write a paper that addresses the following:

• Explain how the attentional blink relates to attention. Analyze how the variation in time influences the probability of seeing the second target letter. Explain the circumstances under which the attentional blink can be eliminated.
• In the CogLab demonstration, letters were used as targets. The target used can influence the duration of one’s attentional blink and whether the attentional blink even occurs. Complete the following tasks:
  • Propose at least two other targets that could be used to induce the attentional blink.
  • Predict the effect each of your suggested targets would have on the duration of one’s attentional blink as compared to the CogLab activity you completed.
  • Explain the reasoning behind your predictions.
• Present and discuss at least three occupations in which workers’ performance could be adversely affected by attentional blink. Identify and explain the types of problems or mistakes that might occur in such occupations due to the attentional blink.
• Several years ago, some vehicle models came with a heads-up display (HUD). Instead of looking down at a panel on the dashboard, speed, distance traveled, fuel level, and time appeared to be displayed over the hood of the car. Discuss this design in terms of divided attention and attentional blink. Do you think the design was a good idea?

Prior to completing this discussion, please read Module 13 in the textbook, including the interactive media tools on theories of attachment, and review any relevant Instructor Guidance.

Utilize Bronfenbrenner’s ecological theory to address the topic of motivations for and influences on bullying.  Using each of the 5 systems in Bronfenbrenner’s theory, identify and describe how a child’s environment might pre-dispose him or her to bully.  For example, within a person’s microsystem are the parents.  How might parents be an influencing factor on whether or not a child is prone to bullying? You are to write an ethical profile paper that recognizes the formative influence of your family, heroes, and personal style on you as an ethical professional.
